The final mission for The Heist DLC can be located in the dockyards in Hell's Kitchen, just behind a factory.

Take Out the Guards

Step	Objective
1	Stealth Takedown the Guards To open the mission, you'll have to stealthily take out 19 enemies without being detected. You can also ask Black Cat to take out guards for you – a cat icon will hover over a guard that she is currently targeting, and is particularly useful for guards that you can't otherwise reach with your Stealth Takedown. TIP: Take out the Snipers first to avoid chances of detection when you eventually have to deal with enemies on the ground.
2	Search the Containers After the guards have been dealt with, search through the highlighted containers by pulling the doors off of them.

To open the mission, you'll have to stealthily take out 19 enemies without being detected.

Step	Objective
3	Defeat the Thugs After uncovering the final container filled with Sable Industries weapons, several Thugs will begin to assault you. Fight them off.
4	Chase the Black Cat After the Thugs have been dealt with, enter the marked building, where you'll find a vault that you can enter. After a short cutscene, rush to the marker on your map/screen, where a final cutscene for the DLC will play.
