No, Green Goblin isn't in the game

While the longtime green-skinned villain isn't in the game, Norman Osborn (the first incarnation of Green Goblin) appears in the game in a different capacity — the Mayor of New York.

The other aspects of his character (CEO of Oscorp and father to Harry) are still in the game, it's just the gliding, pumpkin bomb-throwing side of his character isn't included.

Spider-Man Remastered Post-Credits Scene

The following section discusses the end of Spider-Man Remastered and spoilers are to be expected.

The post-credits scene sees Norman visiting Harry (revealed to be in suspended animation) and reassures him that he will find a cure. It isn't mentioned what happened to Harry but it would appear that he came into contact with a symbiote.

While nothing in this scene directly gives hints that Norman is the Green Goblin, there are a few things that allow us to speculate that he may turn into him later on.

Secret Lab

By this time, it's very clear what type of person Norman is. We've seen that he isn't above using his power and wealth to push his own agenda so him being revealed to have a secret laboratory isn't too shocking. This secret lab could act as a catalyst to Norman creating the items he needs to become the Goblin.

Prototype Hand Grenades

In addition to keeping Harry in his current state, Norman's secret lab is also where he keeps a few items he is working on. One of these items is a prototype hand grenade. Those familiar with the Green Goblin can immediately see the resemblance between his iconic pumpkin bombs and these hand grenades.

Good Old Foreshadowing

As Norman walks to Harry in the post-credits scene, we notice green light covering his face. While this could simply be a coincidence, this could also be seen as the developers utilizing mise-en-scène to foreshadow Norman's eventual transformation to the Green Goblin.
