I was testing Scion Leif in Summoner Duels. He can't attack multiple times per turn after all, but his extra action counts as a separate turn, although still faster than the time needed for Ninja Lyn/Corrin to activate their Duo skills and act again. He would still be well-paired with Legendary Sigurd to use his Duo to boost LSigurd's attack and guarantee a follow-up before a counterattack. SLeif could then follow LSigurd's charge taking advantage of the movement range boost from LSigurd.
In Summoner Duels, Ninja Lyn/Corrin take a turn to activate their Duo skills for an extra action. Scion Leif can instantly attack twice and still retreat a space, with potential 1 move extra mobility on both attack range and canto if working with Legendary Sigurd, who his Duo serves as a perfect setup for. I would also recommend combining Legendary Eliwood to double LSigurd's bonuses for a long-range high-powered mobile and versatile offense.
SLeif could be used with LSigurd, MSigurd, and LEliwood in Summoner Duels to buff and ensure dual attacks before a counter, especially useful for LSigurd's initial strike needed to boost team mobility, while LEliwood's doubler could buff LSigurd's attack tremendously. LEliwood I think should be a 9.0 for his tremendously valuable doubler skill boosting stats of the team's best attacker.
I think Scion Leif could be a 9.5. S Leif is one of only a few heroes that can attack multiple times in the first turn, see FEdelgard, NLyn, NCorrin, and doesn't require activation. Plus he gets Canto 1 afterwards, built-in miracle, automatic healing, cooldown-2, and a 5 buff to all stats. His Duo guarantees Atk/Spd+4 buffs to him and title allies allowing them double attacks before counters, and applies to some of the best cav heroes including LSigurd, MSigurd, LEliwood, and Reinhardt.

As a general rule, couldn't you just classify 9.9/9.5 ratings as SS, 9.0 as S, and 8.5 as A ratings, then adjust as necessary? I would think that would be the quick way to redo the tiers.
The Reroll Tier List hasn't been updated in a while and is due for an overhaul. It might take some time to be fully up-to-date because we would be looking at every 5-star hero for the overhaul and ranking them appropriately.
By the way, I don't understand the Reroll tier list. Why are BHector and VChrom (9.9) only S ranks? I am surprised Pirate Surtr and Flayn are only S rank also. Interestingly VGustav is SS rank but not BHector. https://game8.co/games/fire-emblem-heroes/archives/260001
One of my teams I run uses BHector, Elimine, Nifl, FEdelgard, and NY Dagr/Otr for Summoner Duels. There are a few units that I really dislike facing. Ninja Lyn and Ninja Corrin complicate things because of their multi turn, but at least that takes a turn to activate, so they can't just cross all at once and take out key units. LSigurd can charge in from 4 spaces to attack Elimine, retreat back, and boost team movement for followups on BHector. LSigurd is a match-up nightmare for tank teams.
Take Summoner Duels for example. If you're using BHector (which I do) you bump him to the front of the line with support near the middle of the map as both sides face off, just out of range of one another. With LSigurd's mobility and ability to absorb the first attack, he can charge in from the front or flanks to target support or Hector himself, then allowing for one shot units to reach BHector before they can be targeted. He really makes an entire offense better and more versatile.
Yet Brave Hector requires lots of support also from Elimine/Flayn and isn't by himself a primary carry unit either by your definition in the way FEdelgard is, and even she can be taken down by the right unit without support. Looked at from from a defensive standpoint LSigurd may not be a primary unit but from an offensive standpoint I would argue he's at least as important as FEdelgard by expanding an entire team's movement to generate an assault.
In Aether Raids, Hector can be a primary carry unit because you can stack a lot of support on him, up to and including: - Invisible buffs from skills and seals like Distant Guard, Drives, etc. - Mythic hero bonuses, especially if you use 3 Mythics; that's +15 HP and bonuses to other stats - Mythics that provide Res are extra helpful - Multiple support units like Corrin, B!Lucina, Flayn, Elimine, S!Hilda, and many more
In Summoner Duels, where you cannot use both Near and Far Save, you choose one and build your team around it. Hector's role in this scenario is to be a tank that protects the team; not the primary carry unit.
There is a reason why competitive players build their teams while keeping Brave Hector in mind. Invested and supported properly, he is a very powerful tank that can defeat most foes even with color disadvantage. Without investment and/or appropriate support, he has weaknesses that can be exploited, especially by green mages or non-red units with Null Follow-Up.
L!Sigurd with Near Trace is very strong indeed, but he isn't on the level of truly busted units like F!Edelgard and B!Hector who can carry matches by themselves. L!Sigurd is an enabler - he enables his team by granting them movement. Alone, he won't do much. He belongs in the 9.5 tier.
Actually, maybe it's just a 2 space retreat after a 4 space attack if using A/D Far Trace 3. I am trying to verify whether it's 2 or 3 spaces. He looks to be the most effective unit for a long distance team assault regardless though. BHector teams are vulnerable to pass tactics that wipe out support, and to boosted mobility for high power ranged units which LSigurd seems ideal for exploiting. Sigurd can also be teamed with Dagr, BHector, Flayn, and Elimine to fall behind Hector using Pathfinder.
Just the ability of LSigurd to attack from 4 spaces away and retreat back 3 spaces with high attack would justify a 9.9 rating in my opinion (I believe he may be the only unit who can do so without skills like Even Tempest or buffs), but he also comes with phenomenal defense, a guaranteed follow, 40% reduced damage from the 1st attack/80% consecutive ranged counter damage reduction, and boosts team movement/attack after combat allowing him to lead a coordinated long-distance blitzkrieg.
I've been using Brave Hector lately and even with Elimine and Nifl backing him up he can still be one-shot by certain units like Eitri if they get in range and once he's down Elimine and Nifl are vulnerable. Plus, certain modes prevent use of both near and far save units, allowing mobility units to attack from the flanks at Elimine and Nifl. I think a distance blitzkrieg approach has advantages a Hector/Idunn tank approach does not, so at this point I'd say LSigurd could be better than BHector.
I have been looking into mobility blitzkrieg approaches. An attack by LSigurd could allow units clustered just out of range like NY Reginn/Fafnir, L Eitri with Even Tempest 3, etc., to strike following his assault boosting their movement ranges for a devastating coordinated Blitzkrieg. LSigurd's potential to allow long-distance assaults, devastating in Summoner Duels, Aether Raids, and Arena, cannot be overstated, so I'm recommending a 9.9 rating. LSigurd could be used with NY's Dagr's Pathfinder and a lead unit to attack and retreat behind a tank, or alternatively could focus on wall-breaking offensive skills as a devastating first strike without canto, and since team range would boost afterwards, even if his hp hits 0, followed up by attacks from other cavalry units suddenly able to strike due to the team movement boost. Given how battles are often decided by who strikes first and hardest, I think he is ideal for a blitzkrieg approach.
I think Legendary Sigurd if given A/D Near Trace 3 could be a 9.9 rating. He can canto back 3 spaces due to his special improving team mobility 1 after combat. His special improves team attack after combat also and during combat his damage while his weapon reduces first attack damage 40% and ensures his follow-up attack. This allows for a distance assault and retreat while setting up a wave of following attacks from allies now able to move an additional space.
We generally don't like Astra because attacking a tank with color disadvantage even with Astra up won't do much. Dealing single digit points of damage normally will result in a maximum of 45 damage (if a normal attack does 9) at most. Bonfire and Ignis are consistent sources of damage since they're based on Hector's defense, which he has a lot of. They're generally better options.
So I think he is getting 3-4 charges per combat. I will need to observe his cooldown to see whether Bonfire or Astra is the best fit. Obviously I'd prefer Astra if he is getting enough charges for it.
In looking through all the skills with the Inherit skills skill search feature, I was also considering Glimmer and Astra - I don't think he'd be a good fit for Galeforce. I need to tailor it to his specific countdown situation. The refined Maltet accelerates his special trigger by 1 per attack and guantees a follow up attack. Body/Special Fighter adds 1 charge per attack.
Bonfire is a good lower cooldown Special on him.
I checked the settings and there is actually an auto favorite setting that blocks you from being able to inherit skills from 5* rarity heroes. To inherit a skill you must either unfavorite them on the hero's profile page by unchecking the top left heart icon or have first turned off the auto favorite setting.
