This is a close-range endgame build that deals Lightning Damage primarily through the use of Chain Lightning and several other Skills, Aspects, and Paragon Nodes. This concept is improved by certain Malignant Hearts, namely the Omnipower, Tal’Rasha, and Revenge to further escalate burst damage output and survivability.

You will find this build comfortable due to the numerous Damage Reductions present through Affixes, Aspects, Paragon Nodes, and Skill Passives. However, do not be fooled by its defensive nature; this lightning build can definitely deliver devastating currents to easily decimate enemies!

This is a close-range lightning build that boasts its defensive and offensive capabilities and is designed for high end game content.

Lightning Spear Enchantment is the ideal first Enchantment to get due to how much Crackling Energy you're going to produce from the Destructive Chain Lightning Skill Passive. This will allow you to easily spawn more than 3 Lightning Spears which will go around to deal damage and almost permanently stun enemies.

Chain Lightning is the next recommended Enchantment due to how often it can trigger when combined with the Omnipower Malignant Heart. And since this skill is the build's primary source of damage, it's extremely potent to have that extra cast.

Omnipower	Type: Wrathful Core Skills that launch a projectile consume all of your Mana. For every 45-35 extra Mana consumed, you launch an additional projectile, and the damage is increased by 3.0-5.0%.
Tal’Rasha	Type: Vicious For each unique element you deal damage with, you deal 7-12% increased damage for 3-10 seconds.
Revenge	Type: Brutal 10-20% of incoming damage is instead suppressed. When you use a Defensive, Subterfuge or a Macabre skill, all suppressed damage is amplified by 250% and explodes, dealing up to 1360-2040 Fire damage to Nearby enemies.

Gems

For the Gems section, it's best to slot in Emerald for the Critical Strike Damage to Vulnerable enemies. You can consistently apply Vulnerable to enemies with Frost Nova and Frozen Orb.

Ruby is still very valuable to Sorcerers, as they have relatively low maximum health. This also boosts the Barrier coming from the Protection Skill Passive since it scales with Maximum Life!

Malignant Hearts

For Malignant Hearts, Tal'Rasha is still a viable damage-boosting heart, as you have easy access to Fire, Ice, and Lightning Elements in this build.

Next, you have Omnipower Wrathful Heart. This Malignant Heart delivers impactful synergy with Chain Lightning due to the buff to the Recharging Aspect. You will continuously replenish Mana with this Aspect combined with the Invogorating Conduit Skill Passive, allowing you to fully utilize Omnipower's potential. This is definitely a treat to see in builds designed for endgame content.

For the last Malignant Heart, take Revenge. This heart can significantly boost your survivability when clearing higher-tier Nightmare dungeons due to its ability to suppress a huge chunks of incoming damage. This is particularly useful in this close-range build, as you will be tanking through most of the enemies' damage.

Tempting Fate Alternative

One of the alternative hearts you can take in this build would be Tempting Fate. This heart can significantly boost your Critical Strike Damage which pairs well with the build's extremely high Critical Strike Chance. If you feel like your survivability is more than enough and you want to maximize your damage, swap Revenge for Tempting Fate.

Stay Close to the Enemies

This build boasts its defensive capabilities through numerous Damage Reductions, which will allow you to stay close to the enemies. With this in mind, there are multiple offensive choices, such as Territorial Glyph and Vyr's Mastery Key Passive, within the build that only activate once you are close to the enemies.

Keeping a tight distance from enemies is certainly favorable, although still keep the dodge button ready, as you probably won't be able to survive if you take all of the hits thrown at you in high-tier Nightmare dungeons!

Cast Chain Lightning for Damage Reductions

It's advisable to continue casting Chain Lightning even in tight situations because multiple Damage Reductions in the build are tied to you casting it. For example, Mana Shield and Electrocution Skill Passives require you to use 100 Mana and damage enemies with Shock skills in order to get Damage Reductions, respectively.

Casting more Chain Lightning will also give you a bigger chance to cast Frozen Orb so that you can apply Chill and Vulnerable to enemies. These are requirements to get a huge Damage Reduction from the Everliving Aspect. Learning to kite enemies is good, but in this build, you have the option to bulldoze through them!

Uber Lilith Variation

Skills

When taking on Uber Lilith, it's better to invest in offensive skills than survivability due to the fact that most of her attacks will one-shot you regardless. With that, take out points from Electrocution and Coursing Currents to max out Devastation for Maximum Mana and Frost Nova for a faster Cooldown.

Note that these changes are not necessary but will help with the overall flow of the run due to the increase in damage, Crowd Control, and mobility.

Paragon

For the Paragon Board, the only change that is needed for the battle against Uber Lilith would be taking out points in the Damage Reductions to Elites nodes found in the Burning Instinct Paragon Board. Take out all the nodes leading to those and place them to the Maximum Mana nodes found in the Static Surge and Elemental Summoner Paragon Boards.

With the other remaining points, you may max out the Control or Territorial glyph by getting other Dexterity nodes within their radius.

Malignant Heart

For the Malignant Heart, you'd want to have as much damage as you can against Uber Lilith so it's a must to replace Revenge with Tempting Fate. The damage boost coming from Tempting Fate compliments well with the build's high Critical Strike Chance!
