How to Level Up Magic

Find Skill Books

If you want to level the Magic skill, you'll need to clear Vaults and hope that you get a book that will grant you Magic EXP. Also, completing the Dragon Slayer quest will grant you a tome that gives you Magic EXP.

No Other Way to Level

Unfortunately, as of now, there's no other way to level the Magic skill since the game is still in beta. Once the skill is fully implemented, you will need to kill enemies with Magic attacks, similar to how attack Attack skill is levelled.
