This build is based on Lucky Luciano's Uber Lilith build. Check out his youtube channel and twitch livestream channel for more Diablo content and endgame builds!
This build uses Fists of Fate with Poison Imbuement on Twisting Blades to quickly stagger and melt Uber Lilith in a matter of seconds!
This build uses Combo Points for its specialization, as it has fast attack speed that can stack three Combo Points fast to boost your Twisting Blades damage which scales with its critical damage that will greatly increase your poison damage.
Gear, Aspects, and Affixes lean towards fast application of crowd-control through Lucky Hit, adding damage to crowd-controlled enemies, healing received, maximum life, and damage over time which are needed to apply multiple boosts to your Poison Damage and Twisting Blades with three stacks of Combo Points.

These board choices are the most optimal ones for a Build that stacks Poison Damage on Twisting Blades. These choices were made in consideration of the build's gear and aspects which synergize well with critical and poison damage that is amplified when a boss is staggered.
Uber Lilith Phases | |
---|---|
Phase 1 | Phase 2 |
At the start of phase one immediately use Shadow Step on Lilith then lay a poison trap on her, this should give a boost to filling her stagger bar. Keep in mind that to skip all mechanics you have to stagger Lilith before her health drops to 3/4s where she would usually fly off.
Only use Poison Imbuement when Lilith's stagger bar is about 50% filled. This is done so you can maximize your damage output when she is staggered.
Before Phase 2 even starts, lay down all the Poison Traps you can to build her stagger bar; we also recommend using shadow step to further boost her stagger bar build-up. This is done to prevent her from spawning blood boils and skipping the first few mechanics of Phase 2.
Always Dash or Shadow Step to the floors that Lilith will remove for a time, as the remaining areas will spawn Blood Waves that can one-shot you.
Players can unlock the Uber Lilith fight by interacting with her Blood Sigil in Nevesk as soon as they reach World Tier 4. Take note that this is the final boss of the current version of the game. Make sure you're at least level 100 and geared up as best as possible before attempting — especially in hardcore mode!

Skill Changes | Aspect Changes | Gem Changes | Paragon |
Although the Uber Lilith build can easily clear the Echo of Hatred, its performance suffers when it's put in general endgame content like nightmare dungeons and helltides. With this in mind, we recommend these tweaks and changes to push through high tiers of nightmare dungeons and breeze through general endgame content.

For the general endgame variation of the build, we recommend slotting the skill points from Trap Mastery to max out Sturdy and Siphoning Strikes. This change is made for higher survivability in Nightmare Dungeons which have a higher density of enemies.

Swapping out Inner Calm (Amulet) with Expectant (Amulet) provides damage consistency as endgame content requires a Rogue to stay on the move for their safety. Accelerating Aspect is slotted in the ring to provide and uptime for Expectant's damage boost.

Topaz (Armor) |
+X% Damage Reduction while Control Impaired
Topaz is extremely helpful as it reduces incoming damage while control-impaired, a must-have for this build as it has minimal unstoppable. |
Rubies are replaced by Topaz in the armor slots to provide Damage Reduction while Control Impaired which can happen a lot in nightmare dungeons.

I think the current build on 8/5/23 is using over 225 Paragon Points. In addition, could you add clarification as to what "Ranks of all T5 Spells" mean on the amulet (assuming it wasn't a typo)?
