During the announcement trailer of the new Pokemon Legends Game, re-development was prominent during the introduction, along with what appears to be blueprints for the city.
Following the events of Pokemon X and Y, the re-development may be due to the aftermath of Lysandre firing the ultimate weapon, and its long-term effects within the Kalos Region.
With the premise of the game being about re-developing the city, the gameplay could incorporate City Builder type elements, wherein we progress the game by collecting resources, catching Pokemon, and completing tasks from NPC's to set up structures throughout the city.
Another perspective for the Legends: Z-A setting is that the game is set before the events of Pokemon X and Y. This theory is more in line with the theme of the previous Pokemon Legends game, where we were sent to the past, to a much earlier version of Sinnoh.
The development plan that was shown in the trailer could possibly be the original plan for Lumiose City, and it will be up to us to turn that vision into a reality, into the Lumiose City we know from Pokemon X and Y.
