To unlock the telescope, you have to upgrade your Headquarters to Level 3 with 63 characters recruited.
If you met the conditions, there should be a new path in front of the Library.
Library Guide: How to Unlock and Use
When you use the path and walk up the stairs, you will be on top of a watchtower. Interact with the telescope to get a bird's eye view of your Headquarters.
As you look at certain areas of the castle, you can see its corresponding facility or room. It can give you a better perspective on where everything is in the castle.
