In the end, the choice between either character will not matter as it's only personal preference. Each character has their own advantages and the story will progress normally no matter which one you choose to recruit.
The requirements needed for the good ending, which is to recruit all 108 Stars of Destiny, can be achieved by recruiting either one of them.

Choosing Kasumi will allow you to recruit the Rokkaku ninjas, Mondo and Sasuke, much earlier.
While the original requirement for their recruitment is to reach Castle Level 4, you can recruit them at Castle Level 3 instead.
If you carry over your save data from Suikoden 1, you can recruit the protagonist from the previous game into your party.
Additionally, if you bring Kasumi along when doing his recruitment quest, there'll be a short dialogue between her and the past Hero.
How to Recruit the Hero of Suikoden 1

Anita, One of the 108 Stars of Destiny, can be recruited after fulfilling multiple requests that she asks of you either the tavern in Muse or Banner Village.
If you chose to recruit Valeria and bring her along when talking to Anita, then you won't need to do any requests and recruit her immediately afterwards.
Valeria is also a very strong unit for Army Battles. She possesses the Cavalry ability which allows you to move in a 3 grid space allowing for more mobility.
We recommend recruiting her if you're having difficulty in the game's Army Battles.
