To use a Window Set, you'll first need to recruit Tenkou by asking him to join when you have a Window Set. Do not sell a Window Set to him because you will be wasting a set.
Once you've done that, you'll simply need to talk to him in your Headquarters to change the Window Set you're using. He can be found in the garden area at the 3rd floor.

Window Sets are cosmetic items that change the look of the game's text boxes and menus. Outside of that, it provides no other purpose unless you're collecting every item in the game.
