Finish Goku's Strength
The first set of all seven Super Dragon Balls can be obtained after finishing Goku's Strength in Goku's Saga. Make sure to summon Super Shenron afterward, as you won't receive additional Super Dragon Balls while you still possess the ones you got here.
Goku's Episode Battles and What If Routes
Finish Ultimate Climactic Battle
You'll receive another set of seven Super Dragon Balls after finishing the Ultimate Climactic Battle in Jiren's Saga. To unlock the Ultimate Climactic Battle, you'll have to defeat Master Roshi in the alternate path and complete the campaign.
Jiren's Episode Battles and What If Routes
Finish Embarking Toward Tomorrow
Embarking Toward Tomorrow is an alternative route in Future Trunks's Saga, where you'll get a set of seven Super Dragon Balls after finishing this route. During Father or Teamwork?, choose to Go with Vegeta to unlock the path towards Embarking Toward Tomorrow.
Future Trunks's Episode Battles and What If Routes
Finish Inherited Pride
Inherited Pride is the other route when choosing to Go with Gohan in Father or Teamwork?, where you'll get another set of seven Super Dragon Balls once you clear this route.
Purchase the Ultimate Edition
Purchase the Ultimate Edition to receive a set of seven Super Dragon Balls you can use to summon Shenron to fulfill wishes.
How to Summon Super Shenron
Collect 7 Super Dragon Balls
Navigate to the Come Forth... menu and select Summon Super Shenron. Seven Super Dragon Balls are needed to summon Super Shenron to fulfill wishes.

After a wish has been granted, the dragon balls will disperse. Which means that you can only make a limited amount of wishes from Super Shenron!
