You need to bring Dung Bombs in order to fend off monsters that are targeting you while fishing. To use, simply aim and throw it at an incoming monster and they will leave you alone once it takes effect.

Currently (03/30/21), Speartuna has been found to be obtainable by fishing. I got mine in area 3 of the High Rank Frost Islands. Speartuna can be used to craft the helm & braces for the Makluva S armor set. I believe this armor set is unlocked by discovering the Springnight Carp item from your Submarine when farming for seeds.
