Competitive Analysis

Rock Blast is a multi-hit move that can hit two to five times.

In order to maximize the damage Rock Blast can do, you can use Pokemon with Skill Link like Cloyster and Cinccino to guarantee five hits.

Razor Fang may not be in the game, but you can replicate the effect of flinching your opponent with King's Rock, although don't expect the same results!

Rock Blast is also effective against Pokemon with Sturdy or to break Substitute.
