Cyno's Best-in-Slot Weapon
The best-in-slot weapon for Cyno is the Staff of the Scarlet Sands. Given that it has CRIT Rate and increases ATK based on Elemental Mastery, this gives overall more damage to him since it is well-suited to his scaling and kit.
Good for Elemental Reaction Characters
Staff of the Scarlet Sands is good for Elemental Reaction unit types such as Yaoyao or Xiangling whose primary damage comes from triggering Elemental Reactions.
Staff of Scarlet Sands is Good for Hu Tao
