You can unlock Kale by purchasing the character for 60000 Zeni in the shop. Note that some characters may have level requirements before they become available.
To unlock Kale, complete the Vegeta's Promise in Episode Battle. Finishing this fight will automatically unlock Kale, making him immediately available on the Character Selection screen.
