If you didn't get Mathiu's letter to Leon before finishing Moravia castle (e.g., by following this guide), it is actually still possible to recruit him. You can get the letter the next morning (might have to be before examining the boats, not sure), and after seeing the boats you choose not to begin the mission yet. At that point teleportation is working and you can warp to Kalekka and recruit Leon.
The guide is wrong about this restriction. Leon can be talked to in Kalekka at any time before you defeat the boss at Moravia Castle. You can also get Crowley, Mace, and Pesmerga immediately after your headquarters is level 4, no need to wait until the very last battle. They're fairly good characters.
You warn way too late about Leon. By that time you mentioned, Mathiu still gives a letter but you're already locked out from returning if you speak to him. Luckily I had a saved file but it is hours back to I lost hours following this guide.
