as his main i have to admit his stacked shield is weak even with high hp build. btw i still wasnt clear if his c6 atk% bonus stack with noblesse oblige set passive?? anyone know??

I agree! Thoma's super fun to play. Even if he's rated a ''B''. I find his animations super satisfying and he'll easily plow things over with good teamwork & elemental reactions.
The superior reason to build Thoma is bc his back is hot. Hot back >>>>> Utility, kit & everything else.
for those for are building Thoma in the future, i recommend using Kitain Cross Spear if you have the material. The weapon fully supports his Burst cost quite nicely. Although, if you dont have it, you can go for Favonius Lance to not only support your Thoma but also your entire team who can use the extra particles. So overall, Kitain is a full support for Thoma (which also has EM for its stats so that at least his damage may get slight boost) and Favonius is full support for your entire team
For some reason, he's hard to pull (harder than 5-stars characters which including him in their banner) . I need shield support character... :")
Zhongli took his tier (and all shielder characters tier)
eh, mix of below-average pyro application and not the most practical shielder in the game, with most of his pros locked behind constellations. Personally I find him fun to play though, and the best shielder is a 5* so I think he's still great for a B.

For supportive role, yes they're usable for Thoma. His shield scaling with HP, same with Zhongli. Their Burst have supportive effect too

What 46 said, that's why you should aim for a lot of Energy Recharge, so your burst is always up and you can stack up shields almost constantly. C1, C2 and C4 are perfect for having his Burst always up.
