You have a chance to obtain Iron Ball from the Digging Duo located near the nursery in the Wild Area. Note that you can only get this item from the right brother, the one with more stamina.
How to Get Rare Items From the Digging Duo
However, you have to pay 500 Watts for them to start digging up random items for you, with the chance of receiving Iron Ball.

You can receive Iron Ball as a prize for winning the Champion Cup Finals, after finishing the main story.

Champion Cup Finals Walkthrough (Part 11)
Iron Ball sets itself apart from other held items as the goal is to let your opponent hold the item via Trick or Switcheroo. This forces them to move slower due to a drop in their Speed stat and allows ungrounded Pokemon to be hit by Ground-type moves.
Alternatively, Iron Ball can also be used on Trick Room teams, as having low Speed is important in Trick Room strategies.
It does work, you just didn’t read the description right. Iron Ball effects the holder of the item; not the Pokémon you’re fighting. You would have to trick or fling it onto an enemy to negate the effects of Levitate or being Flying type. This item is very useful on Pokémon that can learn trick or fling. It’s also useful on Pokémon that you prefer to be as slow as possible like Aegislash or Pokémon on a trick room team.
