You can obtain the Blueprints from Odessa in the Liberation Army base in Lenankamp.

How to Use Blueprints

Used in Chapter 2 Event

As part of the main story, the Blueprints are delivered to the Secret Factory after the party makes it to Sarady with Odessa.
