yep if you arrive at day time you can see it flying circle just waiting sunset for it to land
It can not be found at night, it arrives at sunset. You need to start the quest during the daytime and wait for a few minutes for the sun to set. If you start the quest at nighttime it will not be there, because sunset hasn't happened. Wasted a whole lot of my time to figure this out
