For me 4 piece TOM is good for zhongli if you have him c1 for maximum potential because its hard to reposition ur pillar. Unless u run him with other geo character(except noelle) to spread his area more.

Here’s a thought, if the 4pc set increases attack by 20% when enemies are hit by a skill and shield strength is increased by 30%. Can that stack with another character using Retracing Bolide which at 4c grants a 40% attack boost to normal and charged attacks?!

I make zhongli overpower support

If my 2 characters (like Zhongli and albedo) both have 4 set equip... Will I get 40% more dmg then average in total?

I think it's good for Barbara as well

A Full set is good for Fishl. U can activate IT with Oz while playing other character.

To me it looks like it's gonna be useless in single player. The 'nearby' sounds like it only works on Chars on the field. Or am I wrong?

However, if your Zhongli build around full HP support for extra thicc shield, then go for it (4p Tenacity). 2p Tenacity + 2p Archaic if you prefer extra damage for your skill/burst. TL/DR: burst dps use 2p Petra 2p NO, support shield use 4p tenacity, hybrid burst/shield use 2p Tenacity 2p Archaic
