yes! Thats hoyo building toward a story! There will be major Inazuma quest where Fischl/Makoto regain her true identity(with help of Traveler, and Kokomi who has been doing research into missing links in Inazuma history, specially around cataclysm), return to Inazuma to confront Ei the Usurper . After that she will reveal the truth to the whole Teyvat of their twin-ness. We will discover Oz true nature too which will also play a part in Fischl resurgence
This is actually Makoto, dethroned Electro archon ousted after Ei's coup detat 😢 She took advantage of Makoto's deteriorating mental state, and plastic surgery her own twin sister(hence Fischl covered face)! She then took over the namesake "Baal" in Makoto place, acting as continuous archon. No one knows there were twins ruling back then, except Yae who was major accomplice during take over. Since the coup, Ei passed stricter rules like travel ban and Vision hunt to keep the rule tight 😢

Probably because a lot of them are casuals and just play their favorite characters. They're not into team building, just simply playing their favorites and this game for the story.
A lot of people don't even know how good of a Sub DPS she is.

Sacrificial Bow is fair just to keep Oz on the field.
With his new bis artifacts set, is it an outreach to say Fischl is as good as the National team members
