With access to Metal Sound and Flash Cannon, it can dish out a good amount of damage due to its amazing Special Attack stat while also resisting most attacks.

Heatran Tera Raid Turn-by-Turn Counter Strategy
Turns 1-3 Use Metal Sound to shred the Tera Raid boss' Sp.Def
Low HP Turns Use Flash Cannon to build your Tera Orb charge and also heal up with your Shell Bell.
Optional Use Taunt to prevent the Raid Boss from using Status Moves. You can also use Use the cheer Go All Out! to boost your damage further.
Turns 5+ Terastallize and use Flash Cannon to beat the Tera Raid Boss. If their HP is low enough, you can opt to use Steel Beam instead.

Start the raid by using Metal Sound to reduce the opponent's special defense, and Taunt to prevent the Raid Boss from using Status Moves. Try not to get too greedy as the opponent may reset stats.

Heatran's main attacking move for this will be Flash Cannon, use this move to build your Tera Orb charge while also healing yourself with you Shell Bell. After terastallizing you can use Steel Beam as a powerful attack to finish off the raid boss.
