You will be able to take on Requests early in the game, right after meeting Madam Ginko for the first time. As you progress the story, clear other Requests, and Aion Directives, you are able to unlock more Requests.
Aion Directives are unlocked upon beating the first floor of Arrow's Soul Matrix, right after Ringo's condition stabilizes. At the Axis Entrance, you can talk to Ringo's Illusion and take on these quests, which increase as you progress further into the story.

There are certain Hangout Events that can only be unlocked by completing Requests and Aion Directives. If you want to see more interactions between Ringo and her allies over at Bar Heidrun, be sure to complete these quests every now and then.
Sometimes, the clients of the Requests you take on are shopkeepers found within the city. Completing their requests grants Ringo and her allies Weapon upgrades and better item stock.
Additionally, clearing Requests and Aion Directives can reward you with rare items, money, and even discounts at the Demon Compendium.
Clearing Victor's Requests usually entails having to fuse rare Demons, but completing them can unlock Demons you can't get elsewhere in the game.
For Aion Directives, clearing them can help with unlocking useful Field Skills and Summoner Skills. Unlocking these would greatly benefit your party during battle, and getting them as early as possible is recommended.
