Only worked for me by taking the alt path. Helio will jump off the island on the right and run on the water after tossing like 5 FFs on the left side of the island to trigger Magikarp.

For this I like to take the path to the right of the oasis, start throwing fruit to the left of the island where the heliolisk is, if you manage to spawn a magikarp it will waking it up prepare camera and you will see it walking in water.
