With multiple banners active, we recommend getting either Festive Natasha or Witch Illya. Festive Natasha has strong offensive and defensive skills, and team-wide ATK and max HP buffs up to 10%. She is a self-sufficient unit so putting her on any team despite being Chaos can add great damage power to the team. Aside from that, getting her Unique Weapon enhances her skills further, with an additional [Multi-Barrier] if she reaches UR.
On the other hand, Witch Illya has been a staple for PvP, with burst damage capabilities that has multipliers. She also has an AoE attack that when activated, doesn't have a skill cooldown. Her most notable debuff, [God's Curse Unleased] activates for 2-8 turn with 30-70% damage cut. She also has a skill similar to Immortality and [Multi-Barrier]. Both Festive Natasha and Chaos Illya are great characters that you can use if you want to run a Chaos team for PvP. If you already have Witch Illya, then for Festive Natasha. If you're done pulling for Festive Natasha, might as well get more Witch Illya until they are LR5.
Eureka is an excellent Azure debuffer with [X Mark] available by default, and has a 30-70% chance of inflicting it to her enemies. However, she can only buff one ally with Shield when she gets defeated making her a conditional team player unlike Natasha.
Fenny is also a debuffer like Eureka and Eir. She has [Buff Immunity] which prevents the enemy from getting buffs, [Erosion] and [Invisibility] depending on her HP and number of allies alive. Eir also excels in debuffing and support roles but requires careful positioning and team composition since her [Shield] is conditional.

This recommendation will change depending on the characters currently available in the Prayer of the Fleeting and Invocation of Chance banners.
Witch Illya is a Chaos attacker with a unique playstyle. She excels at both offense and defense, capable of dealing significant damage and protecting her team. Her ability to survive lethal blows and her powerful attacks make her a formidable force on the battlefield. However, her reliance on taking damage to activate certain abilities can be risky, and her support capabilities are limited.
Should You Pull for [The Witch of God’s Curse] Illya
Eureka is an Azure debuffer that debuffs her enemies with [X Mark] - a status effect that not only decreases their damage by 10% but increases the damage they take from Eureka's attacks. If Eureka gets hit with an action-hindering debuff, she inflicts [X Mark] on the entire enemy party.
Aside from [X Mark], Eureka also cleanses debuffs from two allies with the highest ATK. Her defeat also gives an ally with the highest ATK a shield that is equal to 150% of Eureka's ATK and is increased by 150% for each enemy afflicted with the [X Mark] that can go up to a maximum of 990%.
Fenny is an Azure debuffer who have 40-70% chance to decrease all target's chance to inflict a debuff and inflict [Buff Immunity] for 2-4 turns. She also has 40-70% chance to inflict [Erosion] to the enemy with the highest remaining HP percentage for 2-4 turns. Aside from these debuffs, she also has [Invisibility] for 2-3 turns depending on the HP percentage and number of allies alive.
Festive Natasha is a Chaos attacker with buff and debuff capabilities. She can attack 3 enemies in one physical attack and debuff them with [Poison] and [Aggravation]. Festive Natasha can also buff her whole team with ATK and HP and increase her ACC. She also has a conditional DEF Break boost and damage cut up to 80%.
Should You Pull for Festive Natasha
Eir is a strong Azure debuffer that needs careful positioning in your team to deal with main attackers or tanks. She can decrease the enemy's chance to resist a critical hit and inflict them with [Sleep], preventing them from being able to attack. That is counted as 1 debuff. Aside from that, she can inflict the [Bleed] debuff on enemies, which deals continuous damage to the target. She also has a [Shield] equal to 500% of her ATK if no enemies are afflicted with her action-hindering buffs at the start of each turn.
Elfriede is a Radiance attacker. She wields the Lance of Longinus to deal massive damage and control the battlefield. Her skills allow her to buff allies, debuff enemies, and unleash powerful AoE attacks. With her unique weapon, she becomes even more formidable, making her a versatile and powerful force in combat.
How to Beat 【The Witch of Longinus】Elfriede
Alexandra excels at inflicting massive single-target damage, particularly after the 7th turn in a battle. While her Shield Surge skill provides solid multi-target damage, her true strength lies in her Crimson Cross skill, which repeatedly targets and weakens the enemy unit with the highest attack power. Additionally, Alexandra can heal a portion of the damage she inflicts, with this healing effect increasing when more Emerald characters are present.
Meria is a Radiance attacker who can also provide buffs for herself and her allies. Her active skills unleash potent attacks with ATK and ACC buff, increasing her damage. Her Seed of Ancient Ruin provides a shield, while her other skill Auxin X gives her temporary speed and hit rate boosts. Meria's unique abilities make her a somewhat versatile support unit and even a potential secondary attacker.
