Why can’t I duel Lan in open world? She has the card and exclamation point over her head. I am lvl 4 and she opens up at 3. I beat her this week at the cats tail. Is that why? Weird bug.

You can play two different matches against Timmy. The Adventure where is available since level 1, and The Duel that is not available until level 10. The same happens with a guy in Liyue (Adventure --> level 2 and Duel --> level 10).

My timmy for level one is restricted to level 10 players. I literally cannot progress.
