you are wrong. Each archon did play their part due the peculiarity of the region. Venti lost his powers protecting people before so he asked for mc help, and remember, that he gave his people freedom from himself too, he is one of them. Zhongli prepared people to defend themselves when he won't be with them anymore cause the time is changing. Nahida look after them as a mother, not able to help. Furina is also a different role model, her life in lie was her sole task, and she played well
Hoyo won't buff Raiden whether people buy her or not, they will just throw her in the Chronicled bin with the other unpopular units if sales fall off.
And yet they just can't stop rerunning her... Sadly, simps continue to whale for Raiden non-stop, so HoYo has no incentive to buff her.
It's actually tragic how her kit has aged for an Archon, especially considering that C2 is her benchmark. I don't know how they plan on selling her going forward, especially with all these zero energy characters and Stygian Onslaught. A C0 Raiden would just be released as a niche 4 star nowadays lol Devs will definitely have to cook at some point, especially because they can't toss her on a Chronicled banner and move on.

If you reject the idea of character development thats on you. But you do realize that before the traveler shows up the only archon who helps their people like you want is Mavuika right? Venti does nothing, Zhongli hires the Fatui to unleash an angry god on his own country, Nahida is a prisoner of the Akademiya, Furina is a fraud who leaves everything to Neuvillete. At least Ei was trying to protect her nation, just in a misguided way due to trauma from the death of her twin sister.
I don't believe in her change. It was not because of the people in trouble, loosing their lives or the lives of their families, it was because she changed her mind. And after that instead of visiting those people, we got that dango milk, shogun dolls, psychological therapy for Ei, love and care for Ei. Like she was the one who suffered. She made a son, threw him away, created another doll, made it deaf for people needs, watched it but didn't interfere. Now Ei is kind, but for how long?
I would like more reruns of less popular characters too. Having a third or even fourth 5 star per banner would be great. Unfortunately the Chronicled banners are now the fate of less popular characters so only the top sellers can get repeated reruns.
I myself main Tighnari, I don't only pull "meta" characters :) I'm just annoyed Raiden reruns so often while other characters are left in the dust (THREE reruns since Cyno's last)... There is ofc nothing wrong with liking a character I don't, I just want everyone to rerun about as frequently 😭
Because people with different opinions than you like Raiden. You are free to dislike a character but that won't make them unpopular. Since reruns are determined by expected sales based on past sales its all about popularity. Many people choose characters based on if they like them even if it isn't meta and there is nothing wrong with that (my Eula told me so). Throw in that Raiden is still plenty useful even if she isn't the best in many situations anymore and she sells.
Raiden in hyperbloom is basically Kuki downgrade, because Raiden doesn't heal. Raiden as a carry is very outdated, her damage is worse than her son's. Raiden in the story is a war criminal who should've apologized and stepped down from the throne, if not be jailed. And yet they rerun her so often while other characters are left in the basement. Raiden has rerun three times since Cyno's last rerun...
But her character does change over the course of the story exactly like how you want. She now interacts with people and cares more for their well being. And she left the Raiden Shogun puppet to protect the country (though not individual people) even before that. Realistically the ruler of a country can't worry about each individual citizen. Anyway, tier is solely a matter of how good the character is in combat, so characterization is irrelevant.
yet I'm not sure if it helps cause they read mostly light novels... And as for people, they love&fear her despite of her indifference to their lives (except of Watatsumi and few smart people like Kamisato, Thoma...).
she doesn't deserve it. She needs to read books and chat with people.
None of the things you mentioned have anything to do with her tier though...

Regarding current meta trend, how would you use her_ overloaded DPS VS Vaporize DPS VS Hyperbloom VS Electro SubDPS? Another way to put it, playing her as hyperbloom initiator(lets say; raiden/ nahida/ xingqiu or yelan/ anothet dendro or hydro applicator in yaoyao or emilie or furina or ) VS MainDPS VS Subdps? Which would be the best way to do it regarding current abyssal trend?

Well, for Rational enjoyer like me, respective element battery sometimes not enough to fill team energies. Also with her, i can trade ER% stats in my team with more ATK% stats. In a team with Burst oriented, i think she's still useful. But in an era when Skill is prioritized instead Burst, i think she would lose her capability
