I hyped Cyno and got him to C2. Its been months now and I have him on C2 9/9 with Glad set, White Tassel/Deatchmatch, Nahida with Wandering Evenstar and Fischl with Elegy. I am planning to get the Staff once it returns and farm the GD artifacts for him. By now, I find him kinda underwhelming. He is useless in the overworld tho, needs to burst to kill a single hillichurl camp and can't recharge in time to use again in another camp.
I give him skyward spine it's quite nice for that

Forgot the gilded set which cyno can maximize it perfectly without spend primo on his weapon. Really great he is.
So overall cyno is really great and should be SS tier.
When his resistance too great some said get a shielder. So grandpa zhongli have to cover for him even cyno already great? So do cyno haver need to build shielder which never a time consuming? Do he have spesific build artifact like most character example kazuha with his set? Some said he awesome with thunderfury yes he maximise it more than fischl keqing yae rite? Then some pop up with gladiator set which really the amazing set and never common set
What dont know to play? His kit burst then can hit enemy within 18s. Then people who thought they are great player like you think "cyno burst did not mean have to utilise it in 18s, dont push it if cannot or have to rotate". So this good when cyno not maximise his design kit especially with current character available? Is his resistance good?? Really good. Great player will said you have to dodge but when dodging without c1 is his attack fast enough to timely his highest hit with E?
i can play c0 xiao and get full stars abyss. Is xiao good? No.
still bad and weak compared to some 4 stars. You feel he strong because this game is easy.
Kinda sad people dont know how to play him and build him, and because of that they think he is bad. xd Bad player ≠ bad character

Cyno's burst converts Normal Attack into Electro. So its affected by Gladiators. However, the Normal Attack during Burst is scaled BASED on BURST TALENT LEVEL.
"Nomral attack" for his 3rd talent priority?
. Sure cyno could be an electro reaction attacker but that's not his design and evidence by the write up they dunno Cynos biggest hit comes from the 5th normal during burst...what lines up after that combo. His skill! Paassive scales his normal damage with EM and by 8ish skill level his almost as hard as high plunge! Don't have his 5* well but it won't be negligible. Strongest normal attacker maybe?
