Lowering character tiers just because we have a new region makes no sense. Lowering Navia because other teams are playing doesn't mean anything. You're completely unreliable now.
The only meaningful/effective list that can be made is categorizing characters based on investment willingness, flexibility, and if players have X or Y characters. Nefer is strong, sure, but she falls off a cliff the second she isn't a part of her premium team as shown in that dogass Rerir fight. She suffers gravely in Theater and any challenge that even remotely asks for a bit of flexibility

Both Nefer and Flins are very strong, but very restrictive (ironically they both have the exact same conditions: Hydro and a second Nod Krai unit). They are both equally good.
and without hydro nefer is a dps baizhu what's your point
for now on Luna 2 nefer is better than flins because flins dmg is from burst so he is he need some er, also he need only to play on taser comp and ascendant gleam, without hydro hes not better than plunge diluc.
she is same quality like skirk also both of them have same restriction only play on specific reaction, skirk with freeze team and nefer with bloom team or freeze team, also they both need their core support like skirk with escoffier, so nefer with lauma nefer must be on ss tier not the s tier.
