With the new update a lvl 11 Rosa with speed token and damage or shield token is really good. She heals and moves super fast in bushes and can make her own.

I was thinkin Lola should be higher up list. Her super is incredible.

i feel like meg should be higher. she can tank and deal massive damage. im predicting she will be nerfed some time in S9

tbh all brawlers are pretty balanced and all have their specific use in different modes
