Brine Competitive Analysis

Brine is a good move with a strong secondary effect where it deals twice the damage to target's with half of their HP left. This works especially well in doubles where you can have an ally deal the initial damage first. In singles, this move is good for bulky Water-types running toxic in stall teams as Brine can be used to finish off a Pokemon with low HP.
