>>53 It's by roles. If you build him full support is value is weak in that role to other supports but building as a sub dps he's one of the best at the role in the game. His support isn't great. Low healing, DR and interruption resistance. Meanwhile his off field dps when built for sub dps for it one of the best in the game and. Also he gains all his support aspects when built as sub dps as well with only slightly less healing than full support that's poor anyway.

Should be ranked higher as a support solely because of the insane off field hydro application (Which i thought was his main selling point?) and higher resistance to interruption. Just my opinion though.
