Summary

Pokeball IconBest counter if Raid Boss likes to use high Critical hit moves

Pokeball IconLava Plume has a 30% chance to burn making it an amazing counter for Physical Attackers.

Pokeball IconCan remove buffs from Raid Boss using Clear Smog.

The best ability for Torkoal in Tera Raid Battles is Shell Armor. Due to its movepool, we could see something similar to the 7-Star Samurott Raid where all of the Raid Boss's attacks seem to always Crit. This is so you can solo the Raid with Torkoal thanks to its great bulk.

Lava Plume is your main attacking move due to its high chance to inflict Burn while having high damage. This is great so you can have a high uptime of inflicting burn on top of your already great Defensive stats.

Shell Smash and Sunny Day will be your main buffing moves to deal as much damage to the Raid Boss.

Best Tera Type

We also recommend getting a Torkoal with a Fire Tera Type to make its Fire-type moves more powerful. As a Special Attacker, a Modest nature would work best for this Pokemon.
Best Tera Types: Best Pokemon to Terastallize

EV Spread Explanation

Tera Raid EV spreads should lean towards increasing the Pokemon's Def and Sp.Atk stats. Max out these EVs, while adding the remaining EVs into HP. Equip the Pokemon with Shell Bell to regain HP when using damaging moves.

Tera Raid Strategy

Torkoal Tera Raid Turn-by-Turn Counter Strategy
Turns 1~3 Use Lava Plume for a chance to Burn the Raid Boss and build Tera Orb Charges.
Optional Use Clear Smog if the Raid Boss gets too greedy with its buffs.
Turn 4 Use Sunny Day to power up your Fire type Attacks.
Turn 5 Use a Hang Tough! Cheer before Terastallizing so you don't get knocked out while setting up Shell Smash.
Turns 6+ Terastallize, then alternate using Lava Plume and Shell Smash.
Buffs are Cleared Use Shell Smash again. Be mindful of your Defense though, use a Cheer if you need Defense or Healing.

This build makes use of Torkoal's natural bulk and Lava Plume's high chance to inflict Burn to prevent the Raid Boss from doing a ton of damage. Thanks to Shell Armor, Torkoal is able to ignore critical hits giving you extra wiggle room thanks to Torkoals amazing defense stat!

Sunny Day and Shell Smash are then integrated into the build to deal more damage with Lava Plume. While not having the highest damage among other attackers, Torkoal makes up for it in its survivability.

Summary

The best ability for Torkoal in Tera Raid Battles is Drought. This will power up the team's Fire type moves while also lowering damage dealt by Water type moves.

This build focuses on helping out allies' damage with Helping Hand and removing buffs from the raid boss by using Clear Smog to deal the most damage as the party can. If you don't need to do so, you also have an option to attack instead with Lava Plume.

Best Tera Type

We also recommend getting a Torkoal with a Fire Tera Type but as you're most likely not Terastallizing if you're running support. As a Support, a Relaxed Nature would be best to ensure it can take Physical Attack hits.
Best Tera Types: Best Pokemon to Terastallize

EV Spread Explanation

Tera Raid EV spreads should lean towards bulky offense. Max out your Def and Sp.Atk EVs, while adding the remaining EVs into HP. Give it a Heat Rock to stretch out the amount of turns Sun is up.

Tera Raid Strategy

Torkoal Tera Raid Situational Strategies
Debuffer Help the other attackers by debilitating The Raid Boss with burn from Lava Plume
Buffer Make sure the team is sufficiently buffed with Helping Hand to buff Special attacks!
Attacker Once you set up your buffs and debuffs, you can pivot into attacking with Lava Plume.
Weather Setter Keep Sun up using Sunny Day.

This Build focuses setting up Sun with Drought and Sunny Day. This will help out other Fire type attackers and other Pokemon that could benefit from having Sun up.

You can then debuff while also dealing damage to the Raid boss by using Lava Plume to shred its physical damage output thanks to its high burn chance. You can also use Cheers to help out the party with buffs or healing.

Alternative Moves

Torkoal is an amazing Pokemon moveset lets it focus on supporting ally Pokemon. Here's some moves we could recommend that could help in certain types of raids.

Move Case
Will-O-Wisp Great to use on Raid Bosses who prefer to attack with Physical Attacks. Be mindful on nusing it against Bosses that liek to put up shield early.
Yawn Can put the Raid Boss to Sleep giving you a few turns of setup.
Body Slam If you don't need Fire type attacks, this is a great option to Paralyze the opponent.
Solar Beam Great alternative to Lava Plume if the opponent is a Water Tera Type (but not naturally a Water Pokemon). Feel free to change your Tera Type to Grass if need be.

Summary

The best ability for Torkoal in Tera Raid Battles is White Smoke. This ability prevents opponents from lowering any of Torkoal's Stats which is usefull if you want to stack Defense buffs with Iron Defense This build takes advantage of Torkoal's hig Defense stat as a Fighting Tera Type attacker.

It can also hold a Shell Bell to help Torkoal recover health as it attacks.

Best Tera Type

We also recommend getting a Torkoal with a with a Fighting Tera Type for this build to improve the damage output of Body Press. As a Def scaling physical attacker, a Relaxed Nature would be best.

EV Spread Explanation

Tera Raid EV spreads should lean towards bulky offense. Max out your HP and Def EVs, while adding the remaining EVs into Special Defense.

Tera Raid Strategy

Torkoal Tera Raid Turn-by-Turn Counter Strategy
Turn 1 Use Yawn so you can score some free buffs after a few turns.
Turns 2~4 Use Iron Defense to build up Torkoal's Defense stat.
Optional Use Substitute to so you can tank some free hits thanks to your buffed defense stat.
Turns 5+ Use Body Press to deal damage and charge up your Tera Orb. Terastallize when you are able to.

Start the raid with Yawn to score a few easy buffs while the Raid Boss is asleep. Follow it up with Iron Defense to raise Torkoal's Defense stat by up to six stages, then attack with Body Press. The move's damage output will be improved due to Torkoal's Defense boosts, which is the main strategy behind this build.

Additionally, you can also use Substitute after buffing your Defense stat so you can heal up behind it knowing the Substitute has your Defense stats.
