The first Waddle Dee is located behind the cracked ice wall in the first area. Use the Pipe Mouth to jump towards the wall to break it and rescue the Waddle Dee.
You can find the second Waddle Dee behind a cracked ice wall in the second area. You need to lower the spike platform to reach the area and rescue the Waddle Dee.
Jump on the platform leading to the yellow fan and use the Ring Mouth to blow air towards it to activate the fan. Doing so lowers the spike platform, allowing you to reach the third meal and the second Waddle Dee.

Use the Fire copy ability to melt down the ice block to rescue the Waddle Dee. |
You can find the third Waddle Dee hidden behind the ice blocks before the warp star. Defeat the brown seal in the area and touch the sparkling spot on the bottom-right corner.
Jump on the blocks that appear and use the Fire copy to melt down the ice block to rescue the Waddle Dee.

Run to the hole on the right side to find the Waddle Dee. |
You can find the fourth Waddle Dee under the floor in the third area. Look for the lantern on the left side of the wall and light it up using the Fire copy ability. Follow the trail of star coins to reach the Waddle Dee.

The fifth Waddle Dee can be found inside the Secret Underground Room in the third area. You can find the entrance on the left side of the giant spinning brown enemy.
Once inside, use the Scissor-Lift to reach the end of the rope and light it up using the Fire copy ability. Inhale the Scissor-Lift again to move towards the right side to reach the cannon.
The cannon will fire you to a different room that contains the Waddle Dee, along with piles of star coins.
You can find the entrance of the cave that's safe from the wind on the left side of the first Waddle Dee. You can use the Needle or Fire copy ability to move against the wind and reach the hole leading to the cave.
You can find the first meal west of the boat in the second area.
The second meal can be found after passing through the brown seal enemy in the second area.
The third meal can be found surrounded by the three Scarfy enemies just after the second meal. You need to use Ring Mouth to activate the yellow fan to lower the spike platform to reach the item.
Jump on the platform leading to the yellow fan and use the Ring Mouth to blow air towards it to activate the fan. Doing so lowers the spike platform, allowing you to reach the third meal and the second Waddle Dee.
You can find the entrance of the Secret Underground Room on the left side of the giant spinning brown enemy.
The room contains the fifth Waddle Dee that you need to rescue alongside piles of star coins.
You can find the Dragon Fire Blueprint on a high ledge at the last area of the stage. Use the Scissor-Lift Mouth on the opposite side of the area to reach the ledge and obtain the blueprint.

You can find the first figure after breaking the giant bomb block before the first three-star door. This reveals a path leading to the item.
The second figure will appear if you touch the sparkling spot in the area before the warp star.
The third figure can be found behind the left rock at the end of the stage.
