You can get Dream Ball as a reward for filling up the Paldea Pokedex and catching 360 Pokemon.
You can get this item on the Pokedex app's rewards menu by pressing the X button.

You can obtain Dream Ball from auctions that take place in the market area in Porto Marinada. You need to make the highest bid to obtain the item successfully.
Auctions in Porto Marinada are unlocked after clearing Cascarrafa's Gym Challenge, and the featured items will change daily both in-game and in real-time but can be manually rerolled by closing the game and advancing the time of your console by 72 minutes.
If the merchant doesn't sell any items, make sure to change the date on your Switch's system to refresh their inventory.
How to Win Porto Marinada Auctions
You can obtain Dream Ball as a reward for completing the Academy Ace Tournament. The Academy Ace Tournament is unlocked after completing the game and defeating all 8 Gym Leaders in a rematch..
A variety of items are rewarded to the player for each successful run at the tournament, with Dream Ball included in the reward pool.
A Dream Ball can be received as a reward after registering 200 Pokemon in the Blueberry Pokedex.
To claim the reward, press the X button in the Blueberry Pokedex menu to open the Pokedex Rewards menu. Then press the X button again to claim the reward.

There is a very high chance of obtaining a Dream Ball if the Poke Ball Lotto activates randomly as you do print jobs for the Item Printer.

Note that you need to have the Poke Ball Lotto active first before you can get any Poke Ball reward.
