well thats because you encounter hunter gammas using jill. if carlos fought them it would be a lot easier with an AR

honestly i think hunter beta are too weak compared to gamma
yup. everything Jill can get in the shop, Carlos can get it also. except for the boltcutter and the lockpick I think.
can Carlos get the weapons you bought in the shop? like the infinite AR.
Yeah it is really advisable to do that especially on higher difficulties where resources are really hard to come by

The first encounter with this monster really scared me!!
Even the zombie outside. just run away from them or if you can one-shot them using the barrel, do it.
