When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
As a hero obtainable only through Tempest Trials, Rolf will always have neutral IVs by default. The only way to access IVs for this unit is through using Trait Fruits.
The best IVs for Rolf are +Spd and -Res. A higher Spd stat allows Rolf to get a ton of follow-up attacks on his foes. It also protects him from hostile follow-up attacks. His Res is of less importance and thus safe to be taken as a bane.
We recommend a +Spd IV when merging Rolf to 10. This is for the same reasons as above. With this IV, he can reach 43 Spd which is at a range wherein he can score lots of follow-up attacks if he has ample support from allies.

Candlewax Bow and Fury stack recoil damage to activate Desperation immediately. This build also indirectly helps Rolf tank one attack due to the raw stats both Fury and Candlewax Bow provide. After said combat, the recoil damage will render Rolf unable to tank another hit.

Rolf is a ranged physical attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.
Candlewax Bow+ has a built-in effect identical to Fury 3. It grants him +3 to all stats, but inflicts -6 HP every time he exits combat. A good statline allows him to be deadly in both phases, but make sure to pair him up with healers to make up for the after-combat damage. Reyson or Leanne makes a great support unit for Legion as they are both dancers that provide passive healing. If you prefer, you can also integrate skills such as Vantage 3 or Brazen skills to take advantage of tis HP side-effect.
Rolf has a high base Spd of 36. This is boosted by Candlewax Bow+ to 39 and on odd-numbered turns by Odd Spd Wave 3 to 45. This is a very decent Spd range for a base unit without merges, dragonflowers and buffs from supports.
In addition to that, the damage from Candlewax Bow+ makes it easy for Rolf to meet desperation range. He does not need other more complicated tactics to achieve desperation range. The easy-to-activate Desperation 3 makes use of Rolf's very high Spd and turns him into a dual-phase threat.
Rolf's Res only sits at 23 at Lv.40. This makes it easy for magic users to take him out. Be mindful of Rolf's positioning in relation to magical units that can easily take him out. His Def sits at a fair 28 at Lv.40, but he does get damaged from his bow so he will be in awkward HP ranges most of the time so watch out for that.

Rolf can be used to inherit the skills Candlewax Bow+ or Odd Spd Wave 3. However, you can only acquire Rolf from Tempest Trials or from using Heroic Grails, so think carefully before foddering him off.
Rolf is a limited time Hero who can be obtained as a reward for your score in the Tempest Trials. They do not appear in regular summons. After the event has ended, they can be obtained by using Heroic Grails.
