Hippaul is the Tetra Master Expert in Alexandria. Racing against Hippaul will make Hippaul fit and will earn you several cards from his mom.
Hippaul gain 5 levels whenever you win against him and 1 whenever you lose against him. Once Hippaul reaches lvl 60, winning or losing won't change the levels hippaul obtains and will be fixed to 1 level per race.
Below are the rewards that can be obtained for every milestone that Hippaul reaches.

on the steam version of FF9 Hippauls level does not increase by anything after level 60 if you lose and the only way to level him is by winning, the article here suggests that you could lose your way to 80 and it is simply not the case, also my game started increasing by 1 per win from level 50 not 60
