Firaga costs 21 MP so that means if you do the move below against 5 targets then you just casted a 1 MP Firaga. Lets also say that you're fighting a single enemy. You use Fire as a dps spell and hit the enemy for 2k damage. 2k is 2 MP in 0.1% so thats a 2 MP fire spell. You just halved the mana cost of your magic.
Wont always, Lets say, Max damage, Sorry using my phone but the math goes like that.
0.1% of 9999 is 10 mp. Equipping magnify allows you to hit a lot of targets so you can multiply that by the nimber of enemies. You wont always hit max samage so leta day you do around 4k damage. You hit 5 targets so that's 20k damage. You get 20MP for that. TL;DR, this materia is good.
Just level up all 12 magic materias (green materias). Then talk to Chadley.
