You can unlock the Mecha-Chocobo by completing the Can't Stop, Won't Stop Side Quest in the Gold Saucer. As part of the quest, you will partake in a race against the Shinra Middle Manager. Winning this race will reward you with the Mecha-Chocobo, which boasts the highest speed stat among all Chocobos available.
Keep in mind that you need to complete all the side quests in other regions to unlock the Can't Stop, Won't Stop Side Quest. Once you do, simply head back to the Gold Saucer and speak with the Shinra Manager to start the quest.

Patching the game to the 1.020 Update causes a bug that prevents players from advancing the Can't Stop, Won't Stop Side Quest. This bug specifically affects the G-Bike Minigame, where players need to reach the highest score to progress. Unfortunately, due to the bug, scores wouldn't be recorded, preventing you from advancing further.

Piko is the best Chocobo to use when facing the Mecha-Chocobo due to its well-balanced stats. Additionally, its Speed Burst ability further boosts its speed, allowing you to outpace the Mecha-Chocobo and secure an easy victory in the race.
You can boost Piko's stats by equipping the complete Hyperion Set on it. To unlock the complete set, win the Odin Straights, the Alexander Siege, and the Phoenix Trial races, which you can access once you reach the Legend rank.
The Mecha-Chocobo is one of the best Chocobos that you can use to win races at the Chocobo Races. It boasts some of the best stats, particularly its speed and cornering, which is the highest among all other Chocobos. It also has a powerful ability called Birdserk, which zaps nearby opponents once activated.
Unfortunately, the Mecha-Chocobo has one major flaw. It cannot equip any gears. You will only be relying on its base stats and ability when you use it in races.
