This ingot is found in Dubgaill Landing, beneath the floor of a ruined house. It's hidden underneath a stone floor, so make sure to get one of the explosive jars in the burnt houses at the upper hill of Dubgaill Landing and use it to destroy the flooring to gain access to the chest.
