The Stun Baton's blueprint can be acquired via the Wish Machine. The blueprint or blueprint fragments of this weapon is included in these pools:

Starchroms are needed to make a wish in the Wish Machine to get blueprints, which you can get via Battle Pass rewards and completing Journey tasks.
How to Get and Use the Wish Machine
This weapon's blueprints can be collected via Mystical Crates found on different locations. Scan the area with Spacetime (done by pressing Q) to find these crates, as well as Storage, Weapon, and Gear Crates to get additional resources.

To reach the Mystical Crate, you'll need to get the Key Card on the second floor of the building where you found Weapon Crate #1, then head inside the contaminated-looking area behind the elevator, use the key card to open the door, and find the Mystical Crate inside.

Calibrating your weapons will increase your weapon's DMG and cost materials and Energy Links. Reaching a calibration level of 4, 7, and 10 will unlock additional calibration attributes. This upgrade method only applies to your current weapon.
Enhancing the star rank of your blueprint will also increase a weapon's DMG once it's been crafted.Weapons crafted prior to the enhancement of their blueprints will not be affected with the stat increase. The higher the blueprint's rarity, the more you can enhance the blueprint.
