Obtainable in Chapter 12. Fast travel to the Nibel region and accept the Lament of the Damned Side Quest at the noticeboard. Progress the quest and complete all 8 Shinra Combat Trials to unlock the area containing the Plumose Rod.

Note: After completing 4 Preliminary Trials, you will first need to progress the quest until you unlock the discovery called Hojo's Exams. This should unlock the last 4 Evaluation Trials you need to complete.
