Everytime it drops from Oda for me (reset the game a dozen times just to confirm its the same everytime) it drops with 2 mods: legendary armadillo (not sure this can be actually found or crafted anywhere else) and a basic common mod for mitigation strength. Hope this helps
can confirm a rare drop from guards during the heist mission.
I got the arasaka vest by beating Oda in the story mission where you and takamura take out the snipers to try and meet haniko. I spared Oda and grabbed it from him along with a iconic sword hope this helps! :D (P.S) so far it’s my best gear to wear so far
It is always dropped by the arasaka dude who you have to kill to get the key to the elevator in "the heist" have beat him multiple times and he always drops it.
It can be found in the world. In northside, just a little ways before a ncpd hustle job. It's on the body of a gangster next to a burning car with a machete sticking out of his chest.
I obtained it from fighting arasaka agents in the quest called the heist so its most likely a drop from arasaka agents
