The double shelled AT AK Modular Helmet is dropped at legendary from Taki Kenmochi. Job is Ruger infestation and it is given by Regina Jones. I did a silent take down and managed to drop it with 3 mod slots.
The number of mod slots is wrong at legendary the max for head is 3 jacket 4 face 3 shirt 4 pants 3 and shoes 3 for a total of 20 mods
Don't know what you are talking about. I tried to write a post explaining but it was too long. Figure out the game and how it works before attempting to write articles or speculate how the game works. Mod slots appear on armor greater than uncommon. They start at one slot max for uncommon and go to 4 or 3 slots max depending on the gear slot. Inner and outer torso gear has 4 slots each, and everything else a max of 3 slots. It possible to have 20 armor slots total.
