You say upgrading the rarity tier doesnt change the stats, only mod slots, but my Johnny's Aviators default blue are 35.6 AR and if I craft Epic it is 47.1 AR, then it stays the same at legendary. So IDK, it does seem they get more AR at Epic level at least.
I don't know why my device put all those spaces in...
