Hit 3 stars today. 7 villagers, 3 bridges and 2 inclines. ~70 fruit trees total, at least 10 of each type and ~30 hardwood/cedar. I have all flower varieties planted, almost all base colors with a handful of hybrids, over 100 total. Fences around 3 sides of all villager plots, 5x7 spaces, and probably 40 pieces of furniture around the island, maybe half DIY, half purchased.
Maybe not enough variety of furniture and flowers. Variety matters for flowers too
I have a ton of flowers and trees and two inclines and bridges and nook cranny upgrade but still stuck at 2 stars :/
I cant get 3 stars for some reason I'm stuck on 2 stars I have planted over 100 trees and it still ain't going up I have max villagers too
I do. So cute. FYI if you go into the dressing room you get way more clothes to choose from. And shoes.

5 Stars with no Nook's Cranny upgrade. No time travel either. Just 200 hours of solid gameplay.
I just now got 3 stars, so I wanted to share!!!! I am so excited for terraforming!! I didn’t upgrade any buildings except town hall, and I only have one bridge. I have loads of trees, a LOT of flowers, and maybe 35 or so pieces of furniture. I pulled up all the weeds too. Yay!!!!

Make sure that every thing on the ground is picked up, and you do not need too much to get a three star. Check often, follow what she asks you to do, and make sure you have a variety of furniture, not just the same thing placed 5 times throughout the island!
I did not need 50 fences to have a 3-star rating
Plant more flowers. When you water flowers they have a chance of propagating.

I'm prev anon and I also only have 9 villagers
I got a 5 star rating. I only have 2 bridges and 3 ramps, and my Nooks Cranny is still.. Nooks Cranny. I have a lot of trees and flowers distributed across my island as well as furniture.
