The sub-events and stages for the Iridescent Arataki Tour event are available from after they unlock up until May 27, 2024.
To play the Iridescent Arataki Rockin' for Life Tour de Force of Awesomeness, you must be at least Adventure Rank 30 or above, and have completed the Ritou Escape Plan sub-quest of the Archon Quest Chapter 2: Act 1!

It's recommended that players complete Arataki Itto's Story Quest Act 1 - Rise Up, Golden Soul, and Raiden Shogun's Story Quest Act 2 - Transient Dreams to get the best experience out of the event!

Arataki Itto has sent you an invitation to join the Iridescent Arataki Rockin' for Life Tour de Force of Awesomeness to be held in Watatsumi Island!
This is a new spin on Dvorak's Iridescence Tour music festival from the event plot of the 2023 Lantern Rite. Play the different mini-games and collect Iridescence Tour Tickets to earn various prizes!
The main event quest for the Iridescent Arataki Tour event is divided into two parts. Part two can only be unlocked after completing Dvorak's To-Do List.
Similar to past rhythm game events, players get to choose an instrument and play different music tracks!
Once you start a performance, different notes will appear on the screen. When a note falls on the Decision Line, strike the Decision Line to score points!
Xtreme Carnival Ensemble Guide
Defeat enemies, take pictures, and collect items from Dvorak's checklist to help him set up the venue for the Iridescence Tour!
Invite musicians to join the tour by restoring missing music notes on certain, incomplete melodies. Select the best music notes that can fit the track and match the melodies as remembered by the musicians!
Similar to the Arataki Drumalong Festival, you can create and share your own beatmaps based on songs featured from this and past events!

There is a stack of papers right next to Heizou's message on the ground. But we don't get to pick it up, so I don't think we can actually give those back to him. I tried checking the police station and Ritou if he was standing there, but no luck. I doubt it was the intention to get to talk more about that storyline :/
