Chasing the Moon's Glory automatically becomes available after completing Wish Upon the Moon IV.
Wish Upon the Moon IV Walkthrough

In order to unlock the last Lodge Tale, Chasing the Moon's Glory, you must first reach a total of 20,000 Popularity points which will take you to Popularity Level 5.
How Farm Popularity

Follow the quest marker to the spot in front of Hsin's Fortuity. The quest will immediately conclude after that, but it will unlock two invites that you can play through.

If you go into the Wishing Stall interface and select the Festival Journal tab, you will notice that the last Lodge Tale branches out to two invitations from Zhezhi and Xiangli Yao. You may choose to do them in any order that you please.

Interact with the golden beacon in fron of Hsin's Fortuity and choose the option to Admire the moon with Zhezhi. A cutscene of your moment with her will play, and the invite concludes after.

Follow the steps up to the Wishing Tree and speak to Xiangli Yao. Select the option to Admire the moon with Xiangli Yao, which will trigger a cutscene with him. The invite concludes after the cutscene.

You will receive the Trophy Paint Me As Your Friend after completing Zhezhi's invitation quest, Moonlit Chase, allowing you to claim 10 Astrites.

You will receive the Trophy Belated Wish after completing Xiangli Yao's invitation quest, Moon, Be My Guest, allowing you to claim 10 Astrites.

Hate how this final quest part is locked behind the Popularity to Lvl. 5, if you somehow mess-up earning popularity or miss a days of the event you can softlock yourself out of finishing the event because you won't have enough resources (Preparation Credits) in-order to play the game. Its such a dumb design choice even by gacha game standerds.
